Abstract This study addressed on the issue of Judicial Review of Legal Protection for Small and Medium Breeder Broiler On the occurrence of Over Production In West Kalimantan. The development of the upstream sector farms in West Kalimantan is not matched by the development of the downstream sector, make up the gap there is excess production of broilers, which have an impact on small and medium-sized breeder . So that raises the issue of how the legal regulation for the breeder small and medium of broiler in West Kalimantan?; broiler product distribution arrangements in order to avoid over-production ; as well as the efforts made to protect the breeder small and medium of broiler. The conclusion of the study that had been conducted through normative research, that in West Kalimantan in particular does not have laws governing and protecting the breeder small and medium and some local regulations regarding farm in West Kalimantan is still under the law the old farm, have not done updates to the latest legislation in force. In anticipation of this future system trading system chain (distribution) of broilers ideal is a system that involves the handling of the cold chain to ensure it produces chicken products are Safe, Healthy, Whole and Halal for the community. Efforts should be made to protect and empower the breeder small and medium in accordance mandated in Law No. 19 of 2013.Keywords : over- production , the Law Protection, the breeder Small and Medium of Broiler.2AbstrakPenelitian ini membahas masalah Tinjauan Yuridis Perlindungan Hukum Bagi Peternak Kecil dan Menengah Ayam Pedaging (Broiler) Atas Terjadinya Over Produksi Di Kalbar. Perkembangan pada sector hulu peternakan di Kalimantan Barat yang tidak diimbangi dengan perkembangan pada sektor hilir membuat kesenjangan terjadi kelebihan produksi ayam pedaging, yang berdampak pada peternak kecil dan menengah. Sehingga memunculkan masalah bagaimana pengaturan hukum terhadap peternak kecil dan menengah ayam pedaging di Kalimantan Barat?; pengaturan distribusi produk ayam pedaging agar tidak terjadi kelebihan produksi; serta upaya yang dilakukan untuk melindungi peternak kecil dan menengah ayam pedaging?. Dari penelitian normatif yang dilakukan, bahwa di Kalimantan Barat secara khusus tidak memiliki produk hukum yang mengatur dan melindungi peternak kecil dan menengah, dan beberapa peraturan daerah di Kalbar mengenai peternakan masih berdasarkan undang-undang peternakan yang lama, belum dilakukan pembaharuan terhadap undang-undang terbaru yang berlaku. Untuk mengantisipasi hal ini kedepannya sistem rantai tataniaga (distribusi) ayam pedaging yang ideal adalah sistem yang melibatkan penanganan dengan rantai dingin (cold chain) sehingga menjamin dihasilkannya produk daging ayam yang Aman, Sehat, Utuh, dan Halal (ASUH) bagi masyarakat. Upaya yang dapat dilakukan untuk melindungi dan pemberdayaan peternak kecil dan menengah sesuai yang diamanatkan dalam UU Nomor 19 tahun 2013.Kata Kunci : Kelebihan Produksi, Perllindungan Hukum, Peternak Kecil dan Menengah Ayam Pedaging.
