Optimalisasi Peran Bhabinkamtibmas dalam Penanggulangan Kelompok Radikal di Polres Brebes: Optimization of the Role of Bhabinkamtibmas in Prevention of Radical Groups in Brebes Police

Penelitian ini bertujuan untuk mengetahui bagaimana mengoptimalisasikan peran Bhabinkamtibmas dalam penanggulangan kelompok radikal di Polres Brebes. Fokus kajian ini dipandang penting sebab radikalisme membahayakan the very foundation of our nation. Namun keberadaan kelompok radikal justru tidak menjadi perhatian bagi pimpinan Polres Brebes. Permasalahan yang dibahas dalam penelitian ini terbagi menjadi empat, yakni: (1) Bagaimana peran Bhabinkamtibmas dalam penanggulangan kelompok radikal saat ini?; (2) Apakah peran Bhabinkamtibmas dalam penanggulangan kelompok radikal sudah optimal; (3 )Apakah faktor-faktor pendukung dan penghambat peran Bhabinkamtibmas?; dan (4) Bagaimana mengoptimalkan peran Bhabinkamtibmas dalam penanggulangan kelompok radikal? Penelitian ini menggunakan pendekatan kualitatif dengan metode filed research. Teori dan konsep yang digunakan adalah teori Interaksionisme Simbolik, teori Struktural Fungsional, serta Analisis SWOT. Penelitian ini menemukan dan menegaskan bahwa: (1) 5 peran sudah terlaksana, dan 1 peran belum terlaksana; (2) Belum optimal dikarenakan belum tercapainya program satu Bhabinkamtibmas satu desa/kelurahan, belum terpenuhinya standar kompetensi, dan penguasaan materi radikalisme. (3) Faktor pendukung adalah struktur organisasi, dukungan fungsi lain, pengembangan teknologi, dukungan masyarakat, dan kerjasama lintas instansi. Sedangkan faktor penghambat adalah letak geografis, rendahnya tingkat pendidikan, tingginya kemiskinan, kelompok radikal, lemahnya fungsi pembinaan Kasatbinmas, program satu Bhabinkamtibmas satu desa/kelurahan belum tercapai, kebijakan organisasi, serta kurang memadainya peraturan terkait Bhabinkamtibmas.(4) Terdapat 12 upaya yang dapat dilakukan guna mengoptimalisasikan peran Bhabinkamtibmas. Berdasarkan hasil penelitian tersebut, maka penulis mengajukan saran agar dilakukan restrukturisasi fungsi dengan diawali uji kompetensi serta laksanakan prolat, menyusun rencana aksi berkelanjutan, pengembangan teknologi, standar pengklasifikasian desa, serta revisi Perkap No. 3 Tahun 2015 dengan menambahkan peran menginternalisasikan nilai–nilai Pancasila. This study aims to find out how to optimize the role of Bhabinkamtibmas in overcoming radical groups in the Brebes Regional Police Station. The focus of this study is seen as important because radicalism endangers the very foundation of our nation. However, the existence of radical groups is not a concern for the leadership of the Brebes Regional Police. The problems discussed in this study are divided into four, namely: (1) What is the role of Bhabinkamtibmas in tackling radical groups today ?; (2) Is the role of Bhabinkamtibmas in overcoming radical groups optimal; (3) What are the supporting and inhibiting factors in the role of Bhabinkamtibmas ?; and (4) How to optimize the role of Bhabinkamtibmas in overcoming radical groups? This study uses a qualitative approach with the method of filed research. Theories and concepts used are Symbolic Interactionism theory, Functional Structural theory, and SWOT Analysis. This research finds and confirms that: (1) 5 roles have been implemented, and 1 role has not been carried out; (2) Not optimal due to the achievement of one Bhabinkamtibmas program in one village / kelurahan, not yet fulfilling competency standards, and mastery of radicalism material. (3) Supporting factors are organizational structure, support of other functions, technology development, community support, and cross-agency collaboration. While the inhibiting factors are geographical location, low level of education, high poverty, radical groups, weak functions of Community Guidance and Community Services, one Bhabinkamtibmas program for one village / village has not been achieved, organizational policies, and inadequate regulations related to Bhabinkamtibmas. (4) There are 12 efforts that can done in order to optimize the role of Bhabinkamtibmas. Based on the results of the study, the authors propose that the restructuring of functions be carried out by beginning with the competency test and carrying out prolat, developing a sustainable action plan, developing technology, classification of village classifications, and revision of Perkap No. 3 of 2015 by adding the role of internalizing Pancasila values.
