Abstract

ABSTRAKTEKNOLOGI DUPIC SEBAGAI ALTERNATIF PENUTUPAN DAUR BAHAN BAKAR NUKLIR. Telah dilakukan studi teknologi DUPIC sebagai alternatif untuk penutupan daur bahan bakar nuklir. Tujuan dari studi adalah untuk mempelajari teknologi DUPIC dan kemungkinannya sebagai alternatif untuk penutupan daur bahan bakar nuklir. Teknologi DUPIC (Direct Use of PWR spent fuel In CANDU) merupakan teknologi pemanfaatan bahan bakar bekas reaktor PWR untuk diolah ulang dan difabrikasi menjadi bahan bakar DUPIC sebagai bahan bakar reaktor Candu. Pemanfaatan secara sinergi ini didasarkan pada kenyataan bahwa dalam bahan bakar bekas reaktor PWR masih terdapat bahan fisil U-235 dan plutonium fisil dengan kadar 2 kali lebih tinggi daripada kadar bahan fisil yang terdapat pada bahan bakar reaktor Candu. Hasil studi menunjukkan bahwa teknologi DUPIC merupakan teknologi alternatif yang menjanjikan untuk penutupan daur bahan bakar nuklir, jika operasi PLTN didukung oleh reaktor-reaktor jenis PWR dan Candu. Teknologi fabrikasi bahan bakar DUPIC yang proses utamanya adalah proses kering OREOX lebih menguntungkan dibanding proses olah ulang konvensional PUREX. Pada proses kering OREOX, tidak mungkin dilakukan pemisahan plutonium fisil, sehingga lebih aman jika ditinjau dari sisi non proliferasi nuklir. Sedang jika dibandingkan daur sekali pakai, pemanfaatan daur DUPIC menguntungkan ditinjau dari penghematan pengunaan uranium alam sebesar 20%, dan pengurangan laju akumulasi bahan bakar bekas sampai 65%. Analisis ekonomi menunjukkan bahwa biaya daur DUPIC lebih murah 0,073 mill$/kwh dibanding daur sekali pakai.Kata kunci: daur bahan bakar nuklir, bahan bakar bekas, teknologi DUPIC, bahan fisil ABSTRACTDUPIC TECHNOLOGY AS AN ALTERNATIVE FOR CLOSING NUCLEAR FUEL CYCLE. The study of DUPIC technology as an alternative for closing nuclear fuel cycle has been carried out. The goal of this study is to understand the DUPIC technology and its possibility as an alternative technology for closing nuclear fuel cycle. DUPIC (Direct Use of PWR spent fuel In CANDU) is a utilization of PWR spent fuel to reprocess and fabricate become DUPIC fuel as nuclear fuel of Candu reactor. The synergical utilization is based on the fact that fissile materials contained in the PWR spent fuel is about twice as much as that in Candu fuel. Result of the study indicates that DUPIC is an alternative promising technology for closing nuclear fuel cycle. The DUPIC fuel fabrication technology of which the major process is the OREOX dry processing, is better than the conventional reprocessing technology of PUREX. The OREOX dry processing has no capability to separate fissile plutonium, thus give the impact of high nuclear proliferation resistance. When compared to once through cycle, it gives advantages of uranium saving of about 20% and spent fuel accumulationreduction of about 65%. Economic analysis indicates that the levelized cost of DUPIC cycle is cheaper by 0.073 mill$/kwh than that of once through cycle.Keywords: nuclear fuel cycle, spent fuel, DUPIC technology, fissile material
