<![CDATA[Normatively, the filling of the position of deputy regional head has been regulated in Article 176 paragraph (2) of Act. Number 10 Year 2016 (UU Pilkada), but this legal norm is not sufficient to overcome the obstruction of administrative process of filling the position of Deputy Regent of Gorontalo which from March 2018 to March 2020. This research is normative by analyzing the content of existing legal norms. Legal materials are obtained from laws and regulations, documents issued by related institutions, and opinions of experts contained in books and articles. The results showed that the administrative process of filling the position of Vice Regent of Gorontalo was hampered, because the existing legal norms were not sufficient to overcome these obstacles. The Author recommends the need for the establishment of implementing regulations that govern technically the procedures for filling the position of deputy regional head, which can give a clear role to the relevant institutions.Secara normatif pengisian jabatan wakil kepala daerah telah diatur dalam Pasal 176 ayat (2) Undang-Undang Nomor 10 Tahun 2016 (UU Pilkada), tetapi norma hukum ini belum memadai untuk mengatasi terhambatnya proses administrasi pengsian jabatan Wakil Bupati Gorontalo yang sejak Maret 2018 sampai dengan Maret 2020. Penelitian ini bersifat normatif dengan melakukan analisis isi terhadap norma hukum yang ada. Bahan-bahan hukum diperoleh dari peraturan perundang-undangan, dokumen yang dikeluarkan oleh institusi terkait, dan pendapat para ahli yang termuat dalam buku dan artikel. Hasil penelitian menunjukkan bahwa terhambatnya proses adminstrasi pengisian jabatan Wakil Bupati Gorontalo, karena norma hukum yang ada belum memadai untuk mengatasi hambatan tersebut. Penulis merekomendasikan perlunya pembentukan peraturan pelaksanaan yang mengatur secara teknis tentang tata cara pengisian jabatan wakil kepala daerah, yang dapat memberikan peran secara jelas kepada institusi yang terkait.]]>
