Annotated Portfolio Strategy is one of the strategies that can be used in learning with the aim of increasing a person's abilities according to their role or profession. To improve teachers' abilities, this strategy is quite interesting because in its application it can involve teachers actively and creatively and can develop thinking patterns. This strategy is used in private universities with the aim of increasing the ability of SD Negeri Bendelan 1 teachers as an effort to increase the ability to compile character lesson plans. The research subjects were six teachers. The research design was collaborative School Action Research (PTS) and was carried out in two cycles. The data collection technique uses observation. Data analysis uses descriptive quantitative and qualitative. The results of data analysis: (1) The average score of all aspects of the implementation of RPP in cycle I is 5.22 and cycle II is 6.57 and both are in the category of "Fairly appropriate", thus it is concluded that the implementation of teacher guidance for SD Negeri Bendelan 1 teachers Odd semester 2020/2021 uses an Annotated Portfolio Strategy according to the Guidance Implementation Plan (RPP). (2) The initial ability average score for all teachers was 49.17 in the "Enough" category, the first cycle increased by 67.17 in the "Good" category. and cycle II increased by 84.33 in the category of "Very Good", thus it was concluded that the application of the Annotated Portfolio Strategy both quantitatively and qualitatively could improve the ability of teachers to compile Characteristic RPPs in Odd Semester 2020/2021 at SD Negeri Bendelan 1
