Realize the success of sustainable development and spatial order, it is necessary to control policy space utilization. RTRW should be instrumental in managing the city hall in an attempt to control and environmental balance. Crystallization of the product of the policies contained in the various laws and regulations that apply hierarchical and spatial. Establishment of a shopping center belonging to the Lippo Group in 2014 by dismantling the former office of Regent Buton controversy by some elements of society which location should be an office area turned into trading business district is considered contrary to the applicable provisions of the Regulation.This study aimed to describe the use of space-control policy, determine the factors that affect the implementation, as well as the know-policy strategy of spatial planning in the Baubau city.Keywords: Control space utilization, Policy, RTRW
