<![CDATA[Since the government passed the Job Creation Bill, various circles of society have voiced their opinion against the existence of this policy. This rejection was conveyed by the community either through real action in the form of demonstrations or entering the virtual realm by utilizing social media such as Instagram. However, the problem here is that when the freedom of opinion to reject the bill is accompanied by anger, what happens is words or sentences that contain hate speech. So, this study aims to describe the culture of digital community groups in expressing their rejection of the Job Creation Bill by understanding language and attitudes through several comments on the Instagram account of the President, the chairman of the DPR RI, the Deputy Chairperson of the DPR RI and the Instagram account of the DPR RI. The approach used in this research is descriptive-qualitative with the Netnographic Approach. Netnography is a method used to see social or cultural phenomena that occur in cyberspace. The results of this study indicate that the virtual democracy that was formed as a result of rejection of the ratification of the Job Creation Bill in terms of language and attitudes of digital community groups through several comments has the potential to lead to the desire or desire to convey hate speech to the government. And the accounts that receive the most comments containing hate speech are the account @puanmaharani as the chairman of the Indonesian Parliament, the account @ azissyamsuddin.korpolkam as the deputy chairman of the DPR RI, and the official account of the DPR RI @dpr_ri. Sejak pemerintah mengesahkan RUU Cipta Kerja, berbagai kalangan masyarakat menyuarakan pendapatnya untuk menolak adanya kebijakan tersebut. Penolakan tersebut disampaikan masyarakat baik melalui aksi nyata berupa demo maupun masuk kedalam ranah virtual dengan memanfaatkan media sosial seperti instagram. Namun yang menjadi permasalahan disini adalah ketika kebebasan berpendapat untuk menolak RUU tersebut diiringi dengan kemarahan, maka yang terjadi adalah kata-kata atau kalimat yang mengandung ujaran kebencian. Maka, penelitian ini bertujuan untuk menggambarkan budaya kelompok masyarakat digital dalam mengungkapkan aksi penolakannya terhadap RUU Cipta Kerja dengan cara memahami bahasa dan sikap melalui beberapa komentar yang terdapat diakun instagram Presiden, ketua DPR RI, Wakil Ketua DPR RI dan akun instagram DPR RI. Pendekatan yang digunakan dalam penelitian ini adalah deskriptif-kualitatif dengan Pendekatan Netnografi. Netnografi merupakan metode yang dilakukan untuk melihat fenomena sosial ataupun budaya yang terjadi di ruang siber. Hasil dari penelitian ini menunjukkan bahwa demokrasi virtual yang terbentuk akibat dari penolakan pengesahan RUU Cipta Kerja dilihat dari segi bahasa dan sikap kelompok masyarakat digital melalui beberapa sempel komentar ternyata berpotensi lebih mengarah pada hasrat atau keinginan untuk menyampaikan ujaran kebencian pada pemerintah. Dan adapun akun yang paling banyak mendapat komentar bermuatan ujaran kebencian adalah akun @puanmaharani selaku ketua DPR RI, akun @azissyamsuddin.korpolkam selaku wakil ketua DPR RI, serta akun resmi DPR RI @dpr_ri.
