Abstract

This study aims to determine the role of the Work Training Center in improving the quality of the workforce in Pasuruan Regency. With the training conducted at the Pasuruan Job Training Center, it is hoped that it can provide, improve and develop skills, productivity, are ready to work, and can compete in the job market. The type of research used in this research is descriptive qualitative research. The data obtained were sourced from primary data obtained directly from the Pasuruan Vocational Training Center and secondary data from scientific journals which were closely related to research. Data collection used is by interviews, observation, and documentation. The results of this study indicate that several factors influence effectiveness such as organizational characteristics, environmental characteristics, worker/employee characteristics, policies, and management practices. The availability of facilities and infrastructure in training is something that must be considered in assessing the effectiveness of an agency. Based on the results of this study, it can be concluded that the role of the Pasuruan Vocational Training Center is quite effective in improving the quality of the workforce in Pasuruan Regency.Keywords: Work Training Center, effectiveness, manpowerPenelitian ini bertujuan untuk mengetahui peran UPT Balai Latihan Kerja dalam meningkatkan kualitas tenaga kerja di Kabupaten Pasuruan. Dengan adanya pelatihan yang dilakukan di UPT Balai Latihan kerja Pasuruan diharapkan dapat memberikan, meningkatkan, serta mengembangkan keterampilan, produktivitas, siap kerja dan dapat bersaing di pasar kerja. Jenis penelitian yang digunakan pada penelitian ini adalah deskriptif kualitatif. Data yang didapat bersumber dari data primer yang didapat langsung dari UPT Balai Latihan Kerja Pasuruan dan data sekunder yang berasal dari jurnal-jurnal ilmiah yang berhubungan erat terkait penelitian. Pengumpulan data yang digunakan adalah dengan wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa beberapa faktor yang mempengaruhi efektivitas seperti halnya karakteristik organisasi, karakteristik lingkungan, karakteristik pekerja/pegawai, kebijakan dan praktik manajemen. Tersedianya sarana dan prasarana di dalam pelatihan adalah hal yang harus diperhatikan dalam menilai keefektivitasan suatu instansi. Berdasarkan hasil dari penelitian ini dapat disimpulkan bahwasanya peran UPT Balai Latihan Kerja Pasuruan cukup efektif dalam meningkatkan kualitas tenaga kerja di Kabupaten Pasuruan.Kata Kunci: Balai Latihan Kerja, efektivitas, tenaga kerja
