The limited number of Indosat Operator BTS deployments in the kupang city area resulted in not all customers being well served. Another impact is the decreased performance of 4G-LTE network PT. Indosat Kupang. The study aims to analyze the performance of 4G-LTE networks through two stages. First, check the deployment location and quality of 4G-LTE networks through the drive test method using the G-Net Track Lite and nPerf applications. Second, perform tilting angles on BTS antennas that have poor network quality. The parameters measured are RSRP, RSRQ, SINR and throughput. The value of the parameter is obtained through the drive test process, so that the overall measurement point amounted to 730 points divided into parameters RSRP, RSRQ, SINR and throughtput. From these results there are measurement points with poor network quality categories in the southern part of BTS Oepura at a measurement distance of 1000 - 2000 m and BTS Naikolan at a measurement distance of 1400 - 2000 m. Overcoming this problem is done network performance optimization using the tilting method of antenna tilting, and obtained tilting angles on BTS oepura and BTS naikolan antennas that are and Simulation results using software atoll 3.3.2 showed that for the BTS area, the average values of RSRP, RSRQ, and SINR increased from bad category to Normal category. The average download and upload throughput value for BTS Oepura increased from 0.115 Mbps to 1,111 Mbps and 0.667 Mbps to 1,866 Mbps, and BTS Naikolan, the average download and upload throughput value increased from 0.381 Mbps to 1,071 Mbps and 0.954 Mbps to 2,014 Mbps.
