Implementasi Kebijakan Sistem Penjaminan Mutu Pada FISIP UIN Bandung

Abstract

Abstrak Pendidikan di Indonesia masih menunjukkan mutu yang belum sesuai dengan harapan. Tentunya perlu ada upaya perbaikan dan peningkatan mutu pendidikan. Dalam hal ini Pemerintah mengeluarkan kebijakan melalui Undang-Undang Nomor 20 Tahun 2003 dan Peraturan Pemerintah Nomor 19 Tahun 2005 tentang Sistem Penjaminan Mutu yang secara garis besar mengatur tentang kewajiban setiap satuan pendidikan pada jalur formal dan non formal untuk melakukan penjaminan mutu pendidikan yang bertujuan untuk memenuhi atau melampaui Standar Nasional Pendidikan. Penjaminan mutu pendidikan dilakukan melalui evaluasi, akreditasi, dan sertifikasi. Salah satu langkah representatif dalam menerapkan Sistem Penjaminan Mutu yaitu melalui Sistem Manajemen Mutu ISO 9001:2008 yang merupakan standar dalam mengelola proses pencapaian mutu. Penelitian ini bertujuan untuk mengetahui faktor penghambat implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung. Keberhasilan implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung diukur menggunakan teori Van Meter & Van Horn dengan enam parameter yaitu 1) standar dan tujuan kebijakan, 2) sumber daya, 3) aktivitas implementasi dan komunikasi antar organisasi, 4) karakteristik pelaksana, 5) kecenderungan pelaksana, dan 6) kondisi sosial, ekonomi, dan politik. Hasil penelitian menunjukkan bahwa dari delapan (8) kebijakan mutu, ada dua (2) sasaran mutu yang belum tercapai, yaitu seluruh Prodi terakreditasi A dan perluasan jejaring kerjasama nasional dan internasional sehingga Implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung belum berhasil karena belum memenuhi standar dan tujuan kebijakan, sumber daya kebijakan, aktivitas implementasi dan komunikasi antar organisasi, karakteristik pelaksana, kecenderungan pelaksana, dan kondisi sosial, ekonomi, dan politik. Kata kunci: Implementasi Kebijakan, Sistem Penjaminan Mutu, Teori Van Meter & Van Horn, Mutu, Pendidikan Abstract Education in Indonesia still showed the quality that has not been in accordance with expectations. Indeed there should be efforts to repair and improve the quality of education. In this case the government issued a policy through Law No. 20 of 2003 and Government Regulation No. 19 Year 2005 on Quality Assurance System. Each unit of education in formal and non-formal education required to conduct quality assurance aiming to meet or exceed the National Education Standards. Education quality assurance is done through evaluation, accreditation, and certification. One representative steps in implementing Quality Assurance System is through the Quality Management System ISO 9001: 2008 that is the standard in managing the process of achieving quality. This study aims to determine the factors inhibiting the implementation of the policy achievements of the Quality Assurance System in the quality of cooperation between universities and the achievement of quality accreditation Study Program in the Faculty of Social and Political Sciences (FISIP) UIN Bandung. Successful implementation of the policy of Quality Assurance System in FISIP UIN Bandung measured using the theory of Van Meter and Van Horn with six parameters: 1) standards and policy objectives, 2) the resources, 3) implementation activities and communication between organizations, 4) characteristics of implementer, 5) implementer tendencies, and 6) social, economy, and politics. The Result showed that of the eight (8) quality policy, there were two (2) quality targets that had not been achieved, namely all Study Programs accredited A and the expansions of national and international cooperation networks so that the implementation of the Quality Assurance System Policy at FISIP UIN Bandung was not successfully because it did not meet the requirements policy stnadards and objectives, policy resources, implementation activities and communication between organizations, characteristics of implementers, tendencies of implementers, and social, economic, and political conditions.
