<![CDATA[AbstrakDemokrasi atau kedaulatan rakyat adalah prinsip konstitusional Negara Republik Indonesia. Sebagai prinsip konstitusional, pembentukan peraturan perundang-undangan harus berlandaskan pada prinsip demokrasi. Hal yang sama berlaku pula dalam pembentukan peraturan daerah. Dalam artikel ini ditemukan kecenderungan bahwa pembentukan peraturan daerah kurang mengindahkan prinsip demokrasi. Pembentukan peraturan daerah cenderung elitis dan kurang melibatkan partisipasi masyarakat secara memadai. AbstractDemocracy or sovereignty of the people is a principle that is enshrined in the constitution of the Republic of Indonesia. As a constitutional principle, the establishment of legislation should be based on the principles of democracy. The same thing applies in the issuance of local regulations. This article argues that the formation of local regulations has a tendency to disregard the principle of democracy. The formation of local regulations tend to be elitist and lacking adequate public participation.]]>
