<![CDATA[Penelitian ini didasari pada permasalahan mengenai belum optimalnya implementasi perlindungan anak di Kota Pontianak sehingga masih banyak ditemukan kasus yang berhubungan dengan anak dan pemenuhan hak-hak anak yang belum maksimal, faktor tersebut dipengaruhi oleh komunikasi berupa sosialisasi yang belum tepat sasaran, kekurangan sumberdaya, dan masih kurang koordinasinya antara lembaga yang bekerja sama. Adapun tujuan peneliti yang ingin dicapai dalam penelitian ini adalah untuk mengungkapkan faktor-faktor mengapa kebijakan penanganan hak- hak anak di Kota Pontianak masih belum berhasil sebagaimana tertulis dalam Peraturan Daerah Nomor 4 Tahun 2015 Tentang Perlindungan Anak. Dalam penelitian ini menggunakan teori George C. Edwards dimana terdapat empat (4) faktor yang mempengaruhi, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian yang digunakan adalah penelitian eksplanatif. Penelitian ini bertujuan untuk menemukan penjelasan tentang bagaimana sebuah fenomena sosial terjadi dan mencari sebab – sebab dan alasan mengapa sesuatu fenomena terjadi. Hasil penelitian ini dilihat dari sisi komunikasi masih belum tepat sasaran, dari sisi sumber daya masih ada kekeurangan, sedangkan dari sisi struktur birokrasi masih kurang koordinasi. Sebagai saran dari penulis khususnya kepada pembuat kebijakan dan dinas terkait untuk memperhatikan penerapan Peraturan Daerah Tentang Perlindungan Anak. Untuk mengimplementasikan Peraturan Daerah (Perda) Nomor 4 Tahun 2015 Tentang Perlindungan Anak di Kota Pontianak dalam memenuhi dan melindungi hak-hak anak perlu diperbaiki dari komunikasi, sumberdaya, dan struktur birokrasi. ABSTRACT This study was based on the problem of the lack of optimal implementation of child protection in Pontianak City so that there are still many cases related to children and the fulfillment of children’s right that have not been maximized. These factors are influenced by communication in the form of socialization that is not on target, lack of resources, and lack of coordination between institutions that work together. The aim of the researcher was to reveal the factors why the policy of managing children’s right in Pontianak still has not succeeded as written in Regional Regulation No. 4 of 2015 concerning child protection. In this study the researcher used the George C. Edwards chest where there were four (4) influencing factors, namely communication, resources, disposition, and bureaucratic structure. This study used a qualititative approach and the type of research used was explanatory research. This study aimed to find an explanation of how a social phenomenon occurs and look for the causes and reasons why a phenomenon occurs. The result of this study indicate some aspects such as communication that is still not on target, in term of resources there are still shortcomings, while in terms of bureaucratic structure there is still lack of coordination. As a suggestion from the researcher especially to policy makers and related agencies, it in necessary to pay attention to the application of regional regulation no. 4 of 2015 concerning the protection of children in the city of Pontianak in fulfilling and protecting Children’s right, it is salient to improve communication, resources and bureaucratic structures.
