<![CDATA[ABSTRAK Perpres No. 23 Tahun 2015 memuat secara tegas bahwa Kantor Wilayah Badan Pertanahan Nasional Aceh (Kanwil BPN Aceh) dialihkan menjadi Dinas Pertanahan Aceh (DPA). Dalam implementasinya Pemerintah Pusat cenderung tidak memiliki political will. Terbukti pengalihan kewenangan BPN ke DPA terus mengalami hambatan. Hal ini merupakan salah satu persoalan political Institusional Pemerintah Pusat untuk menghegemoni kekuasaan di bidang pertanahan di Aceh. Reformasi birokrasi dalam pengalihan kewenangan ini menjadi upaya yang harus segera diselesaikan, karena wewenang yang sama antara keduanya akan menghambat terciptanya good governance. Penelitian ini bertujuan untuk mengetahui dinamika political institusional dalam proses pengalihan wewenang BPN terhadap DPA, serta mengetahui terminasi reformasi birokrasi dalam proses pengalihan wewenang BPN terhadap DPA. Masalah ini dianalisis dengan teori institusional dan konsep reformasi birokrasi. Metode penelitian menggunakan pendekatan deskriptif-kualitatif. Hasil penelitian menunjukkan bahwa dinamika political institusional dalam proses pengalihan kewenangan Kanwil BPN Aceh kepada DPA berupa proses pembentukan DPA yang tidak sesuai Perpres No. 23 Tahun 2015. Seharusnya Kanwil BPN Aceh yang menjadi DPA, bukan membentuk lembaga baru. Dinamika ini yang membuat pengalihan kewenangan mengalami hambatan. Terminasi reformasi birokrasi dalam proses pengalihan wewenang BPN kepada DPA adalah dengan menggabungkan kedua lembaga tersebut menjadi satu lembaga, yaitu Kanwil BPN Aceh mengubah dirinya menjadi DPA dengan mengacu pada konsep reformasi birokrasi. Hasil penelitian ini menyarankan kepada Pemerintah Aceh, agar Kanwil BPN Aceh merubah dirinya menjadi DPA dengan mekanisme konsolidasi dan koordinasi bersama antara Pemerintah Aceh dan Pemerintah Pusat, sesuai dengan amanah dari Perpres No. 23 Tahun 2015. In its implementation, the Central Government tends not to have political will. It is evident that the transfer of authority from BPN to DPA continues to experience obstacles. This is one of the Central Government Institutional political issues to hegemony power in the land sector in Aceh. Bureaucratic reform in the transfer of authority is an effort that must be resolved immediately, because the same authority between the two will hinder the creation of good governance. This study aims to determine the dynamics of institutional politics in the process of transferring BPN's authority to DPA, and to determine the termination of bureaucratic reform in the process of transferring BPN's authority to DPA. This problem can be analyzed with institutional theory and the concept of bureaucratic reform. The research method used is a descriptive-qualitative approach. The results of this study indicate that the institutional political dynamics in the process of transferring the authority of the Aceh BPN Regional Office to the DPA are in the form of a misguided DPA formation process, should the Aceh BPN Regional Office become DPA. Not even forming a new institution. Even though in institutional theory DPA already has a physical structure, it still does not have the power to make policies. Whatever efforts made by the Aceh Government and the DPRA will not receive a response from the Central Government. The termination of bureaucratic reform in the process of transferring the authority of BPN to DPA is to combine the two institutions into one institution, namely the Aceh Regional Office of BPN changing itself into DPA by referring to the concept of bureaucratic reform. The results of this study suggest to the Aceh Government, that the Aceh BPN Regional Office transforms itself into a DPA with a joint consolidation and coordination mechanism between the Aceh Government and the Central Government, in accordance with the mandate of Presidential Regulation Number 23 of 2015.
