COBIT merupakan kerangka kerja yang memiliki kontribusi untuk dapat menghubungkan antara teknologi informasi dengan kebutuhan bisnis sebuah organisasi atau perusahaan, mengatur aktivitas teknologi informasi yang menjadi model proses bisnis sehingga dapat diterima baik secara umum, dapat mengidentifikasikan sumber daya teknologi informasi yang diperlukan, serta memaparkan kepentingan dan tujuan pengendalian teknologi informasi terhadap kebutuhan bisnis organisasi. Artike ini menganalisis perencanaan dan implementasi Teknologi Informasi untuk pengembangan sistem pada Toko Plastik H. Rusmadi, karena sistem yang digunakan selama ini belum terkoneksi secara menyeluruh dan belum mampu mengelola administrasi dan transaksi seluruh gerai yang dimiliki toko tersebut. Penggunaan Framework COBIT dengan domain Plan and Organise menghasilkan Maturity Level dan rekomendasi perencanaan serta implementasi teknologi informasi untuk diimplementasikan. Dari hasil analisis rencana pengembangan sistem teknologi informasi, diperoleh rata-rata 2.44 pada masing-masing domain dengan kategori Repetable but intuitive. Target peningkatan yang ditetapkan selanjutnya ada pada Level 4 (Managed and Measurable).Kata kunci: Maturity model; Domain Plan and Organise; Tujuan bisnis; Tujuan IT; Proses IT Abstract. COBIT is a framework that contributes to connecting information technology with the business needs of an organization or company, regulates information technology activities that become business process models so that they are generally accepted, can identify the information technology resources needed, and describe the interests and the purpose of controlling information technology against the business needs of the organization. This article analyzes the planning and implementation of Information Technology for system development at the H. Rusmadi Plastic Store, because the system used so far has not been fully connected and has not been able to manage the administration and transactions of all outlets owned by the store. The use of the COBIT Framework with the Plan and Organise domain results in a Maturity Level and recommendations for planning and implementing information technology. From the results of the analysis of the information technology system development plan, an average of 2.44 was obtained in each domain with the Repetable but intuitive category.
