EFEK MODERASI ATURAN PEMERINTAH DALAM PENGARUH ORIENTASI KEWIRAUSAHAAN TERHADAP KINERJA USAHA MIKRO, KECIL DAN MENENGAH

ABSTRACK This study aims to determine and analyze the effect of entrepreneurial orientation on the performance of micro, small and medium enterprises, either directly or through the moderation of government regulations. The population in this study are micro, small and medium entrepreneurs in Pekanbaru City. The sampling technique used was purposive sampling from a number of MSME traders or entrepreneurs with a total of 55 respondents. To process the data that has been obtained from the questionnaire and test the hypothesis using the technique of Moderate Regression Analysis (Moderate Regression Analysis). The results of this study indicate that entrepreneurial orientation directly has a positive and significant effect on the performance variables of micro, small and medium enterprises. Meanwhile, the government regulation variable cannot directly affect the MSME performance variable. Government regulation is a pure moderator variable and has been shown to be significant in influencing the entrepreneurial orientation of MSME performance. The moderating effect given is negative, meaning that more government regulations will have the effect of reducing the influence of entrepreneurial orientation on MSME performance. ABSTRAK Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh orientasi kewirausahaan terhadap kinerja usaha mikro, kecil dan menengah, baik secara langsung maupun melalui adanya moderasi dari aturan pemerintah. Populasi dalam penelitian ini adalah pengusaha mikro, kecil dan menengah yang ada di Kota Pekanbaru. Teknik pengambilan sampel yang digunakan adalah purposive sampling dari sejumlah pedagang atau wiraswasta UMKM dengan total 55 responden. Untuk mengolah data yang telah diperoleh dari kuesioner dan menguji hipotesis menggunakan teknik analisis Regresi Moderasi (Moderate Regression Analysis). Hasil penelitian ini menunjukkan bahwa orientasi kewirausahaan secara langsung berpengaruh positif dan signifikan terhadap variabel kinerja usaha mikro kecil dan menengah. Sedangkan variabel aturan pemerintah secara langsung tidak dapat mempengaruhi variabel kinerja UMKM. Aturan pemerintah merupakan variabel moderator murni dan terbukti signifikan dalam mempengaruhi orientasi kewirausahaan terhadap kinerja UMKM. Efek moderasi yang diberikan adalah negatif, artinya semakin banyak aturan pemerintah akan memberi efek mengurangi pengaruh orientasi kewirausahaan terhadap kinerja UMKM.
