The social approach is carried out by providing understanding and awareness in environmental management, while the technological approach is through the method of building flood control infrastructure a "retention pool". Retention pool development is intended to allocate abundance of water when the rain intensity is high and has the potential to cause flooding. Retention pool development will have environmental impacts, both positive and negative. Research concerning the perceptions and attitudes of the community is needed to decide whether the retention pool development work is appropriate to continue or otherwise be stopped The purpose of this study was to determine the perceptions and attitudes of the local community regarding the plan to construct flood control buildings. The method used was a survey and analyzed by means of a qualitative descriptive. The results of the study concluded that the people who were affected by the floods in Bukit Pinang were generally residents who had lived for more than 5 years with the status of their own residence; so that you have enough experience with the floods that occur. The community is willing to provide support for government programs related to efforts to overcome floods, one of which involves providing land for the construction and development of retention ponds. For that we need good communication from the government
