<![CDATA[Abstrak -- Latar belakang penelitian ini adalah belum sempurnanya hasil perumusan dokumen kebijakan strategis pertahanan negara khususnya Produk Strategis Pertahanan Negara 2015. Penelitian ini bertujuan untuk terwujudnya kesempurnaan hasil perumusan dokumen kebijakan strategis pertahanan negara. Data penelitian ini dikumpulkan melalui informan berdasarkan metode kualitatif. Data yang dikumpulkan dari hasil wawancara, observasi, dokumentasi dan studi kepustakaan kemudian dianalisis dengan model evaluasi Context, Input, Process dan Product (CIPP). Masing-masing elemen CIPP ini dianalisis kondisi aktualnya, untuk selanjutnya kondisi aktual dari setiap elemen tersebut di kombinasikan untuk menghasilkan kesimpulan program perumusan dokumen kebijakan Strategis Pertahanan Negara. Hasil penelitian menunjukkan bahwa program perumusan dokumen kebijakan Strategis secara jelas mengatakan bahwa: 1) Tujuan dan sasaran program perumusan dokumen strategis pertahanan negara khususnya Produk Strategis Pertahanan Negara 2015 telah sesuai secara konsep maupun empiris; 2) perencanaan dan persiapan program perumusan dokumen kebijakan strategis pertahanan negara khususnya Produk Strategis Pertahanan Negara 2015, telah sesuai secara konsep maupun empiris; 3) pelaksanaan program belum sepenuhnya sesuai dalam perumusan dokumen kebijakan strategis pertahanan negara khususnya Produk Strategis Pertahanan Negara 2015 secara konsep maupun empiris; 4) hasil capaian program belum sepenuhnya sesuai dengan perumusan dokumen kebijakan strategis pertahanan negara khususnya khususnya Produk Strategis Pertahanan Negara 2015 secara konsep maupun empiris. Disarankan perlu diadakan peyempurnaan evaluasi program program perumusan dokumen kebijakan strategis pertahanan negara baik dari segi context, input, process dan product.Kata kunci : Pertahanan negara, strategis, kebijakan, evaluasi program Abstract -- This research background is the formulation of defense strategic policy document of State, especially Strategic Defense Product 2015 is not yet perfect in result. The purpose of this research is to improve and perfecting the formulation of State’s defense strategic policy.The data of this study were collected through informants based on interview method, observation, and documentation. Next, data were analyzed with evaluation Context, Input, Process and Product (CIPP) model. Each of these CIPP elements is analyzed for the actual conditions, for which the actual conditions of each element are combined to produce the conclusions of the formulation of State’s defense strategic policy. The results of the research indicate that the formulation of State’s defense strategic policy clearly states that: 1) The purposes and objectives of the formulation of State’s defense strategic policy has been in accordance with the strategic document conceptually and empirically, especially the State Defense Strategic product 2015; 2) the planning and preparation of the formulation of State’s defense strategic policy has been in accordance with the strategic document conceptually and empirically, especially the State Defense Strategic Product 2015; 3) the implementation of the program has not been fully compatible in the formulation of the formulation of State’s defense strategic policy has been in accordance with the strategic document conceptually and empirically, especially the State Defense Strategic Product 2015; 4) the outcome of the program is not yet fully in accordance with the formulation of State’s defense strategic policy especially the State Defense Strategic Product 2015.
