PERCEPATAN PEMBANGUNAN INFRASTRUKTUR DENGAN SKEMA KERJASAMA PEMERINTAH DENGAN BADAN USAHA

AbstractCurrently, Indonesia is focusing on infrastructure development, which consists of social infrastructure and economic infrastructure. The infrastructure development aims to accelerate the provision of public services to the community. However, this development requires a huge amount of budget, while the amount of state budget for infrastructure is limited. As a solution, the government encourages the private sector to participate in infrastructure development through alternative financing schemes, which we call Public Private Partnership (PPP).The methodology in this paper is descriptive normative. The aim of this paper is focusing on knowing the scheme of KPBU scheme based on the latest regulation that is Perpres 38 the Year 2015 and its derivative regulation.The conclusion of this paper is government  need PPP scheme as an effort to accelerate infrastructure development in Indonesia, which now have complete andoperational regulation. Keywords: infrastructure, public private partnership (PPP)  Abstrak Saat ini, Indonesia sedang memfokuskan pembangunan dalam bidang infrastruktur, baik infrastruktur sosial maupun infrastruktur ekonomi. Pembangunan infrastruktur ini bertujuan untuk mempercepat penyediaan pelayanan umum untuk masyarakat. Namun dalam prosesnya, pembangunan ini membutuhkan jumlah anggaran yang sangat besar, sementara jumlah alokasi anggaran pemerintah untuk infrastruktur terbatas. Oleh karena itu, pemerintah mendorong pihak swasta untuk ikut berpartisipasi dalam pembanguman infrastruktur melalui skema pembiayaan alternatif, yaitu skema Kerjasama Pemerintah dengan Badan Usaha (KPBU).Metodologi dalam tulisan ini bersifat deskriptif normatif, dengan tujuan penulisannya yang berfokus untuk mengetahui pengaturan skema KPBU berdasarkan peraturan terbaru yaitu Perpres 38 Tahun 2015 dan peraturan turunannya. Kesimpulan dari tulisan ini adalah sebagai upaya dalam percepatan pembangunan infrastruktur, pemerintah Indonesia memerlukan skema pembiayaan KPBU yang saat ini sudah memiliki peraturan yang lengkap dan operasional. Kata kunci: infrastruktur, kerjasama pemerintah dengan badan usaha (KPBU)
