Economic Growth is one indicator for the progress of a country. Human Development Index (HDI) is a composite index to measure human development outcomes based on a number of basic components of quality of life. This study aims to determine the effect of Unemployment Rate(UR) and Human Development Index (HDI) on Economic Growth on the City and District in the Province of West Java period 2017-2021. Population used is West Java Province obtained 6 districts and cities with the period 2017- 2021. Data analysis method in this research is panel data regression analysis using software Eviews version 10. Based on the results of the study, simultaneously independent variables consisting of TP and IPM have a significant influence on PE. While the test partially, shows the result that Economic Growth and IPM have a significant positive effect
