Urgency of human resource management that conducted based on professionalism is important thing to enhance public service quality. This research tries to get comprehensive descriptive about program and activity that held in apparatus resource management and the relevance of this activity to the public service. Result of research showed that some inhibiting factors of human resources management in KOPERTIS Region XI Kalimantan caused by unbalance of workload ,un maximal financial reserve capacity, and lack of socialization of the program and activities. Based on the results of this research note that a type of education and training will effectively create a job maturity and psychological maturity, if the implementation of the training is done in a planned manner based on the analysis of the needs of the institution, supported by an adequate budget, there is a monitoring and evaluation activities, as well as there is an objective selection and selective against participants who will follow the training
