<![CDATA[The zoning system is the best way to improve the quality of national education. Thus, there is no gap and eliminates the dichotomy between superior and non-performing schools, by means of zone-based teacher rotation and distribution. However, the zoning system policy creates unbalanced competition, especially in terms of the unevenness of the facilities provided to support the zoning system. This study uses the Merilee S. Grindle model theory with a descriptive qualitative method approach, which is sourced from primary and secondary data. In the research findings, there are various pros and cons to the zoning system policy, because the applied zoning system policy brings impacts, obstacles, changes, and status to these schools, so that the results of the implementation of the zoning system are in the form of gains or losses. Schools must accept the consequences of implementing the zoning system policy, because the policy has been ratified and must be implemented by all existing schools. The zoning system policy must be accepted even though it has not been carried out optimally, because the policy is a manifestation of the government's attention to the community. The task of the community is to implement and provide input to the government on policies that are proposed, made, and implemented.]]>
