<![CDATA[A number of laws passed by the House of Representatives (DPR) are anticipated with amendments to Law No. 12 of 2011 which sparked the carry over system. The formulation of the research problem in this paper is: First, what is the concept of carry over in the formation of laws in Indonesia? Second, how problematic is the carry over system in the formation of laws in Indonesia? The results of the study conclude that first, the carry-over system is a continuation system of the discussion of draft laws that can be re-incorporated into the next National Legislation Program. Second, the problem with the carry-over system is the disconnection of the people's aspirations, the stagnation of national law development, the decline in the performance of the DPR, and the public distrust of their representatives in the DPR.Key Words: Law; carry over; DPR AbstrakSedikitnya undang-undang yang disahkan DPR, diantisipasi dengan perubahan Undang-Undang Nomor 12 Tahun 2011 yang mencetuskan sistem carry over. Rumusan masalah penelitian yaitu: Pertama, apa konsep carry over dalam pembentukan undang-undang di Indonesia? Kedua, bagaimana problematik sistem carry over dalam pembentukan Undang-Undang di Indonesia?. Hasil penelitian menyimpulkan, pertama, sistem carry over adalah sistem keberlanjutan pembahasan rancangan undang-undang yang dapat dimasukkan kembali ke dalam prolegnas berikutnya. Kedua, problematik sistem carry over yaitu terputusnya aspirasi masyarakat, stagnasi pembangunan hukum nasional, kemerosotan kinerja DPR, dan ketidakpercayaan masyarakat terhadap wakil rakyat di DPR.
