ABSTRAK Tujuan Penelitian ini bertujuan untuk mengetahui bagaimana Pengelolaan Parkir Rumah Makan Sederhana di Kabupaten Musi Rawas Utara mengenai pelanggaran aturan parkir yang telah ditentukan oleh dinas perhubungan Kabupaten Musi Rawas Utara tentang Retribusi Daerah Kabupaten Musi Rawas Utara. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara dengan tahapan reduksi data, penyajian data serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa Efektivitas Tatakelola Parkir Di Dinas Perhubungan di rumah makan sederhana Kab. Musi Rawas Utara pada aspek Perumusan Kebijakan dengan sub aspek penetapan biaya parkir sudah ada dan telah ditetapkan dalam berbentuk Nota kesepahaman dan biaya tarif parkir antara rumah makan sederhana dan Dinas Perhubungan sendiri. Dan dalam hal pemahaman aturan parkir masih belum baik dikarenakan dinas perhubungan belum memberikan aturan dan arahan kepada petugas parkir. Aspek Sarana dan Fasilitas Parkir dalam hal kelengkapan sarana parkir sendiri belum terpenuhi dalam tahap persiapan untuk direalisasikan oleh pihak Dinas Perhubungan sendiri. Dan dalam hal Fasilitas layanan parkir Sarana dan Fasilitas Parkir yang ada Dirumah makan Sederhana saat ini masih kurang lengkap. Pada aspek Pelaksanaan tugas dengan sub aspek sikap petugas parkir Dinas Perhubungan telah terimplementasi diarea rumah makan sederahan ditunjukan dengan sub aspek peneliti gunakan Penetapan Biaya Parkir Pemahaman aturan Parkir, Kelengkapan sarana parkir,Fasilitas layanan parkir Sikap petugas parkir, Sistem pengamanan hukum yang di Dinas Perhubungan Kabupeten Musi Rawas Utara. Kata Kunci: Efektivitas; Tata kelola; Parkir ABSTRACT The purpose of this study aims to see the parking management of Sederhana Restaurants in North Musi Rawas Regency regarding violations of parking rules that have been determined by the North Musi Rawas transportation state body in the North Musi Rawas regional retribution in North Musi Rawas Regency.This study uses descriptive qualitative methods with data collection techniques through observation, interviews and documentation as well as data analysis techniques with the stages of data reduction, data presentation and drawing conclusions and verification.The results showed that the effectiveness of parking management in the Sederhana Restaurant, the policy formulation aspect with the sub-aspects of parking fee determination already exists and had been established in the form of a memorandum of understanding and the cost of parking rates between Sederhana restaurant and the transportation state body. In the terms of understanding the parking rules were still not good because the transportation department had not provided rules and direction to the parking officer based on regent regulation. In the aspect of parking facilities and facilities in terms of the completeness of the parking facilities themselves had not been fulfilled in the preparation stage to be realized by the transportation state body. In the terms of parking service facilities in a Sederhana restaurant was still incomplete. In the aspect of carrying out tasks with sub-aspects of attitudes of parking officers, the transportation state body provided rules according to regional regulation no. 2 of 2017 concerning to regional retribution as a basis for neglecting parking in restaurants, indicated by the sub-aspects of r determination of parking costs understanding parking rules, completeness of parking facilities , parking service facilities Attitude toward parking attendants, legal security system in the North Musi Rawas Transportation state body.
