IMPLEMENTASI KEBIJAKAN PENYALURAN DANA ALOKASI KHUSUS (DAK) FISIK BIDANG KESEHATAN DI DINAS KESEHATAN KABUPATEN GARUT

This research was motivated by a change in the distribution of the Physical Spesial Allocation Fund(DAK) for the health sector due to the Covid-19 pandemic. This is stated in the decree of the Minister of Healthof the Republic of Indonesia Number HK.01.07/ MENKES/ 215/2020 concerning the utilization of the SpecialAllocation Fund for Health for the prevention and/ or handling of covid-19 for Fiscal Year 2020 which orderschanges and additions to menus/ details of activities for the sake of acceleration handling Covid-19. This studyaims to determine the implementation of the policy for the Health Sector during the Covid-19 pandemic inGarut Regency. The method used is descriptive with an inductive approach, which describes theimplementation of the policy on the distribution of the physical Special Allocation Fund (DAK) in the healthsector by using the policy implementation model according to Edward III. From the result of the study it isknown that communication and resources are less effective, whereas the disposition and SOP have been goingwell. Implementation of the Regular Physical DAK Distribution for Health Sector Budget 2020 at the GarutRegency Health Office after the additional menu/ activities as a whole has not been maximized because theHealth Office is still unable to carry out all additional activities optimally.Keywords: Policy Implementation, Distribution of Special Allocation Funds, Health Sector AbstrakPenelitian ini dilatarbelakangi oleh adanya perubahan terhadap penyaluran Dana Alokasi Khusus (DAK)Fisik Bidang Kesehatan akibat terjadinya pandemi Covid-19. Hal ini tertuang dalam Keputusan MenteriKesehatan Republik Indonesia Nomor HK.01.07/MENKES/215/ 2020 tentang pemanfaatan Dana AlokasiKhusus Bidang Kesehatan untuk pencegahan dan/ atau penanganan Covid -19 Tahun Anggaran 2020 yang memerintahkan perubahan dan penambahan menu/ rincian kegiatan untuk kepentingan percepatanpenanganan Covid-19. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan PenyaluranDana Alokasi Khusus (DAK) Fisik Bidang Kesehatan pada masa pandemi Covid-19 di Kabupaten Garut.Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan induktif, yaitu mendeskripsikanimplementasi kebijakan penyaluran Dana Alokasi Khusus (DAK) fisik bidang kesehatan denganmenggunakan model implementasi kebijakan menurut Edward III. Dari hasil penelitian diketahui bahwakomunikasi dan sumber daya masih kurang efektif, sedangkan untuk disposisi dan SOP telah berjalandengan baik. Implementasi Penyaluran DAK Fisik Reguler Bidang Kesehatan Tahun Anggaran 2020 diDinas Kesehatan Kabupaten Garut setelah adanya menu/ rincian kegiatan tambahan secara keseluruhanbelum maksimal sebab Dinas Kesehatan masih belum dapat melakukan seluruh kegiatan tambahan denganoptimal.Kata Kunci: Implementasi Kebijakan, Penyaluran Dana Alokasi Khusus (DAK), Bidang Kesehatan
