<![CDATA[Di Kabupaten Tulungagung, untuk menjalankan amanat Undang-Undang Nomor 35 Tahun 2014 tentang Perlindungan Anak, dibuatkan Peraturan Daerah Nomor 23 Tahun 2017 tentang Sistem Penyelenggaraan Perlindungan Anak. Dimana meskipun sudah ditetapkan, akan tetapi jumlah kasus kekerasan selalu meningkat setiap tahun. Oleh karena itu, peneliti tertarik untuk meneliti Implementasi Kebijakan Peraturan Daerah nomor 23 Tahun 2017 tentang Sistem Penyelenggaraan Perlindungan Anak di Kabupaten Tulungagung. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teori Implementasi yang digunakan adalah teori Van Meter dan Van Horn. Hasil penelitian menemukan bahwa Implementasi kebijakan Peraturan Daerah Nomor 23 Tahun 2017 tentang Sistem Penyelenggaraan Perlindungan Anak sudah berjalan dengan baik Dengan faktor pendorongnya adalah Isu strategis, Pelaksana Kebijakan, Bantuan dari pihak luar dan Komitmen Pimpinan, sedangkan faktor yang menghambat dari implementasi kebijakan ini adalah Pemahaman tentang isu perlindungan anak yang kurang utuh di masyarakat, Kurangnya kesadaran para orang tua untuk belajar ilmu parenting dan Budaya masyarakat yang masih menganggap bahwa kekerasan atau pelecehan terhadap anak merupakan aib keluarga. ABSTRACT In Tulungagung Regency, to carry out the mandate of Law Number 35 of 2014 concerning Child Protection, Regional Regulation Number 23 of 2017 concerning the Implementation System for Child Protection was made. Where even though it has been determined, the number of cases of violence always increases every year. Therefore, the researcher is interested in researching the Policy Implementation of Regional Regulation number 23 of 2017 concerning the Child Protection Implementation System in Tulungagung Regency. This research uses descriptive research with a qualitative approach. Implementation theory used is the theory of Van Meter and Van Horn. The results of the study found that the implementation of the policy of Regional Regulation Number 23 of 2017 concerning the Child Protection Implementation System has been going well with the driving factors being strategic issues, implementing policies, assistance from outside parties and leadership commitment, while the factors that hinder the implementation of this policy are understanding of the issue of incomplete child protection in society, the lack of awareness of parents to learn about parenting and the culture of society that still considers violence or abuse of children to be a family disgrace.]]>
