Partisipasi Petani dalam Pengelolaan Irigasi di Kecamatan Montasik Kabupaten Aceh Besar

Abstrak - Saat musim kemarau kebutuhan air bagi tanaman tidak dapat terpenuhi yang menyebabkan area persawahan kering tanpa adanya genangan air, sedangkan pada saat musim penghujan area persawahan mengalami kebanjiran sehingga menyebabkan tanaman itu mati. Hal ini terjadi karena keberadaan sistem irigasi tidak berfungsi dengan baik, tanpa pengelolaan air irigasi yang baik pada tingkat usahatani maka sistem irigasi yang telah dibangun tidak mencapai hasil yang dituju. Pengelolaan irigasi di tingkat tersier yang dilakukan di Kecamatan Montasik dikelola oleh Keujreun Blang dikarenakan P3A di kecamatan tersebut tidak berjalan dengan baik sebagai mestinya. Adapun tujuan penelitian untuk mengetahui tingkat partisipasi petani dalam pengelolaan irigasi di Kecamatan Montasik Kabupaten Aceh Besar dan pengaruh faktor pengalaman, luas lahan, wawasan, kepercayaan dan kepemimpinan serta manfaat irigasi berhubungan terhadap partisipasi petani dalam pengelolaan irigasi. Penelitian ini dilakukan di Kabupaten Aceh Besar yaitu di Kecamatan Montasik di 3 desa yaitu: Desa Bungraya, Desa Mon Ara dan Desa Perumping. Penentuan lokasi penelitian dilakukan secara sengaja (purposive sampling), dengan jumlah sampel 34 orang dari total populasi 334 orang. Metode yang digunakan adalah deskriptif dengan menghitung persentase partisipasi dengan krteria dan analisis crosstab chi square. Hasil penelitian menunjukkan bahwatingkat partisipasi petani dalam pengelolaan irigasi di Kecamatan Montasik Kabupaten Aceh Besar secara keseluruhan yaitu sedang, dengan nilai persentase mencapai 59,13 %. Faktor pengalaman berusahatani (X1) faktor wawasan (X3), faktor kepercayaan (X4) faktor kepemimpinan (X5) dan faktor manfaat irigasi (X6) memiliki hubungan yang signifikan terhadap partisipasi petani. Faktor pengalaman memiliki hubungan yang erat dengan bentuk hubungan positif. Sedangkan faktor wawasan, kepercayaan, kepemimpinan dan manfaat irigasi memiliki hubungan erat dengan bentuk hubungan negatif terhadap partisipasi petani dalam pengelolaan irigasi di Kecamatan Montasik Kabupaten Aceh Besar ABSTRACTAbstract - During the dry season water needs for plants can not be met which causes the area of dry rice fields without water puddles, while in the rainy season the rice fields are flooded causing the plants to die. This happens because the existence of irrigation system is not functioning properly, without good irrigation water management at the farm level, the irrigation system that has been built does not reach the intended result. Irrigation management at the tertiary level conducted in Montasik Sub-district is managed by Keujreun Blang because P3A in the sub-district is not working properly. The purpose of this research is to know the level of farmer participation in irrigation management in Montasik District of Aceh Besar Regency and the influence of experience factor, land area, insight, trust and leadership and irrigation benefit related to farmer participation in irrigation management. This research was conducted in Aceh Besar District, namely Montasik District in 3 villages: Bungraya Village, Mon Ara Village and Perumping Village. Determining the location of the study was done purposely (purposive sampling), with a total sample of 34 people from the total population of 334 people. The method used is descriptive by calculating perc entage of participation with krteria and chi square crosstab analysis. The results showed that the level of farmer participation in irrigation management in Montasik District, Aceh Besar District as a whole is medium, with percentage value reached 59.13%. Factor of experience (X3), insight factor (X3), trust factor (X4) leadership factor (X5) and irrigation benefit factor (X6) have significant relationship to farmer participation. Experience factors have a close relationship with the form of a positive relationship. While the factors of insight, trust, leadership and irrigation benefits have a close relationship with the form of a negative relationship to the participation of farmers in irrigation management in Montasik District, Aceh Besar District
