Haryono No. 169 Malang e-mail: [e-mail] Abstrak Penelitian ini bertujuan untuk memahami dan menganalisis mengenai penyebab pelaksanaan Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak terhadap penerbitan KIA di Desa Selopuro belum efektif serta untuk memahami dan menganalisis kendala dan juga upaya dalam efektivitas pelaksanaan Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak terhadap penerbitan KIA di Desa Selopuro. Kemudian penulisan karya tulis ini menggunakan metode sosio legal dengan pendekatan yuridis sosiologis. Data primer dan data sekunder yang diperoleh oleh penulis dianalisis dengan menggunakan metode deskriptif kualitatif. Dari hasil penelitian dengan metode di atas, penulis memperoleh jawaban atas permasalahan yang ada bahwa Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak di Desa Selopuro masih belum efektif dikarenakan adanya beberapa faktor, pertama faktor hukum, dimana aturan tersebut masih mempunyai kelemahan terkait pengaturan kewajiban untuk memiliki KIA. Faktor penegak hukum dimana masih terdapat banyak kendala sehingga menyebabkan tidak efektifnya suatu aturan hukum. Faktor terakhir yaitu faktor masyarakat dikarenakan masyarakat masih mempunyai kesadaran hukum yang rendah sehingga kepemilikan KIA masih belum berjalan secara maksimal. Pemerintah sedang melakukan upaya berupa mewujudkan kerja sama di bidang kesehatan dan juga bidang pendidikan untuk menunjang pemanfaatan KIA, melakukan sosialisasi pada lembaga tertentu dengan maksud supaya dapat menunjang pemahaman masyarakat. Upaya lainnya yang akan dilakukan yaitu mengkomunikasikan program tersebut dengan baik dan konsisten. Kata kunci: Efektivitas, Dinas Kependudukan dan Pencatatan Sipil, Kabupaten Blitar, Kartu Identitas Anak Abstract This research aims to understand and analyze the ineffective implementation of the Regulation of the Minister of Home Affairs Number 2 of 2016 concerning ID Card for Child regarding its issuance in Selopuro village; it also analyzes the impeding factors and measures in the effectiveness of the implementation of the Regulation of Minister of Home Affairs Number 2 of 2016 in Selopuro village. With a socio-legal method and socio-juridical approach, this research analyzed primary and secondary data using descriptive and qualitative methods, revealing that the ministerial regulation concerned has not been effectively implemented because, first, this regulation has loopholes in governing the issuance of the id card for child. Second, law enforcers are other factors causing issues in the ineffectiveness of the regulation implementation. In this case, the public has also contributed to one of the factors, impeding the process of the issuance of the card. Currently, the government is taking some measures in both health and education fields to help support the functions of the id card for child. The government also promotes the program through particular institutions to give more understanding to the public, while communicating this program consistently and appropriately.
