Haryono No. 169 Malang e-mail: ganoraayuternateana@gmail.com Abstrak Penelitian ini mengkaji tentang pendidikan Diniyah yang diatur dalam Peraturan Daerah Kabupaten Sumenep Nomor 4 Tahun 2020. Pada saat pandemi covid-19 lembaga pendidikan menerapkan konsep pembelajaran online, khususnya pada tingkat satuan dasar di kabupaten sumenep sedangkan proses belajar mengajar di dunia pendidikan hampir terhenti total selama masa Covid-19. Berangkat dari permasalahan di atas, penelitian ini bertujuan untuk mengkaji: (1) Implementasi Pasal 14 ayat (3) Peraturan Daerah Kabupaten Sumenep Nomor 4 Tahun 2020 tentang Penyelenggaraan Pendidikan Diniyah pada Masa Pandemi Covid-19 dan (2) faktor-faktor apa saja yang mempengaruhi implementasi pasal tersebut tentang penyelenggaraan Pendidikan Diniyah pada masa pandemi Covid-19. Penelitian ini merupakan penelitian empiris dengan menggunakan pendekatan metode sosio-legal dan teori yang di kemukakan oleh Soerjono Soekanto dimana unsur-unsur sudah efektif atau tidak. Melalui pendekatan ini penulis mendapatkan informasi dan hasil penelitian menunjukkan bahwa pendidikan diniyah belum sepenuhnya terlaksana karena beberapa faktor seperti faktor hukumnya sendiri, faktor sarana dan prasarana pendukung penegakan hukum, faktor budaya, faktor masyarakat dan faktor lainnya. Kata Kunci: pendidikan diniyah, wajib madrasah diniyah, peraturan daerah Abstract This research studies the issue regarding Diniyah education governed by Regional Regulation of the Regency of Sumenep Number 4 of 2020. During the Covid-19 pandemic, educational institutions implemented the concept of online learning, especially at the basic unit level in Sumenep district, while the teaching and learning process in the world of education almost stopped completely during the Covid-19 period. Departing from the above issue, this research aims to study: (1) the implementation of Article 14 paragraph (3) of Regional Regulation of the Regency of Sumenep Number 4 of 2020 concerning the Administration of Diniyah Education during the Covid-19 pandemic and (2) factors affecting the implementation of the Article mentioned regarding the administration of Diniyah Education during the pandemic covid-19. This research is an empirical research using a socio-legal method approach and the theory put forward by Soerjono Soekanto where the elements are effective or not. Through this approach the authors obtain information and research results indicating that diniyah education has not been fully implemented due to several factors such as the legal factors themselves, facilities and infrastructure supporting law enforcement, cultural factors, community factors and other factors.
