COLLABORATIVE GOVERNANCE DALAM PERLUASAN KEPESERTAAN BPJS KETENAGAKERJAAN CABANG SURABAYA KARIMUN JAWA DI KOTA SURABAYA

Abstract

The city of Surabaya is the center of economic activity in East Java and its surroundings. There are various industrial companies both large and small and shopping centers. Being the center of the economy, causing many people to urbanize and seek work in the city of Surabaya. This large workforce requires social protection for various risks that may be experienced by workers while carrying out their work. However, the situation on the ground shows that there are still many people who do not understand BPJS Employment, so it is necessary to expand membership so that all workers can be protected by employment social security. Considering that the program run by BPJS Ketenagakerjaan is a program that prioritizes the welfare of workers and their families, their rights as formal and non-formal workers are highly prioritized. The purpose of this research is to find out and describe collaborative governance in expanding the membership of the Surabaya Karimunjawa BPJS Ketenagakerjaan branch in the city of Surabaya. By using a qualitative approach through observation, interviews, and documentation. Focusing on: (1) Initial Conditions; (2) Institutional Design; (3) Facilitative Leadership; and (4) Collaboration Process. The results of this study indicate that collaboration involves the government, the private sector, and the community. It is carried out in accordance with applicable regulations and the collaboration process in expanding BPJS Ketenagakerjaan membership has been carried out well.Kota Surabaya menjadi pusat kegiatan perekonomian di Jawa Timur dan sekitarnya. Terdapat berbagai perusahaan industri baik besar maupun kecil dan pusat perbelanjaan. Menjadi pusat perekonomian, menyebabkan banyaknya masyarakat yang melakukan urbanisasi dan mencari pekerjaan di Kota Surabaya. Banyaknya tenaga kerja ini memerlukan perlindungan sosial atas berbagai resiko yang mungkin dialami oleh pekerja selama menjalankan pekerjaannya. Tetapi keadaan dilapangan menunjukkan bahwa masih banyak masyarakat yang belum memahami terkait BPJS Ketenagakerjaan, sehingga, perlu adanya perluasan kepesertaan agar semua tenaga kerja dapat terlindungi oleh jaminan sosial ketenagakerjaan. Mengingat program yang dijalankan oleh BPJS Ketenagakerjaan adalah program yang mengutamakan kesejahteraan para tenaga kerja beserta keluarganya, maka hak-hak sebagai pekerja formal maupun non formal sangat di prioritaskan. Tujuan penelitian ini untuk mengetahui dan mendeskripsikan collaborative governance dalam perluasan kepesertaan BPJS Ketenagakerjaan Cabang Surabaya Karimunjawa di Kota Surabaya. Dengan menggunakan pendekatan kualitatif melalui observasi, wawancara, dan dokumentasi. Berfokus pada: (1) Kondisi Awal; (2) Desain Kelembagaan; (3) Kepemimpinan Fasilitatif; dan (4) Proses Kolaborasi. Hasil penelitian ini menunjukkan bahwa kolaborasi melibatkan pemerintah, swasta, dan masyarakat. Dijalankan sesuai dengan aturan yang berlaku dan proses kolaborasi dalam perluasan kepesertaan BPJS Ketenagakerjaan telah terlaksana dengan baik.
