EFEKTIVITAS DIPLOMASI KEAMANAN MARITIM DALAM MENANGANI KASUS ILLEGAL FISHING DI LAUT NATUNA

Abstract

Pelanggaran penangkapan ikan Illegal, Unreported, and Unregulated (IUU) oleh kapal penan­g­kap ikan dan Coast Guard China, yang merugikan ekonomi dan melanggar hak kedaulatan Indo­ne­­sia serta mengganggu keamanan maritim, menjadi penyebab krisis Laut Natuna Utara.  Tuju­an dari artikel ini adalah untuk mendeskripsikan upaya Indonesia dalam memberantas illegal fis­­hing di sana.  Jenis penelitian ini bersifat deskriptif, menggunakan strategi analisis data kuali­ta­tif, dan mengambil data sekunder dari kajian literatur dan internet.  Teori kerjasama regional oleh K.J.  Holsti dan Hans J. Morgenthau serta gagasan keamanan maritim oleh Scott Burchil dan Makmur Keliat akan digunakan untuk menganalisis isu tersebut.  Temuan ini menun­juk­kan bah­wa untuk mengatasi masalah kelautan secara efektif, khususnya di wilayah di mana Indo­nesia berada, diperlukan kerangka kerja yang kuat untuk kerja sama maritim.  Korban penang­kapan ikan ilegal Akibatnya, AMF mempromosikan kerja sama maritim dengan meru­mus­kan saran yang menghasilkan perjanjian bilateral dan trilateral.  Namun pendekatan ASEAN Way memiliki ham­batan sehingga kurang efektif akibat perbedaan cara pandang terhadap masalah IUU Fishing di ASEAN. Illegal, Unreported, and Unregulated (IUU) fishing infractions by fishing vessels and the Chinese Coast Guard, which hurt the economy and infringed on Indonesia’s sovereign rights and disrupted maritime security, were the cause of the North Natuna Sea crisis. The purpose of this article is to describe Indonesia’s attempts to combat illegal fishing there. This kind of research is descriptive, using qualitative data analysis strategies, and draws secondary data from literature reviews and the internet. The theory of regional cooperation by K.J. Holsti and Hans J. Morgenthau as well as the idea of maritime security by Scott Burchil and Makmur Keliat will be used to analyze the issue. The findings demonstrate that in order to effectively address marine issues, particularly in this region where Indonesia is present, a robust framework for maritime cooperation is required. Illegal fishing victims As a result, the AMF promotes maritime cooperation by formulating suggestions that result in bilateral and trilateral agreements. However, there are barriers to the ASEAN Way approach, making it less effective, as a result of divergent points of view on the problem of IUU Fishing within ASEAN.
