Urban regions across the globe face persistent challenges arising from slum settlements, which are intensified by rapid urbanization and can adversely affect residents’ well-being and socio-economic development. This study examines these challenges in Cipinang Besar Utara Sub-district, East Jakarta, DKI Jakarta Province, Indonesia. The study aims to assess the level of slum settlement conditions in accordance with Regulation of the Minister of Public Works and Public Housing Number 14/PRT/M/2018 and to formulate appropriate mitigation strategies. The research was conducted through five stages: direct observation and preparation of the existing-area profile, questionnaire design based on the regulatory assessment instrument, collection of slum-assessment data through observation and interviews, calculation and classification of slum levels for the 14 RWs, and formulation of mitigation recommendations through reference to the regulation and discussions with practitioners or experts. The results show that RW 12 is classified as a non-slum area; RW 01, RW 04–RW 11, RW 13, and RW 14 are classified as light slum areas; and RW 02 and RW 03 are classified as medium slum areas. The identified intervention categories include building rejuvenation, environmental-road improvement, drainage improvement, wastewater restoration, waste-management restoration, and fire-protection improvement. These findings provide a location-specific basis for prioritizing settlement-improvement actions in Cipinang Besar Utara and support evidence-based urban management in East Jakarta and the wider DKI Jakarta Province.
