Pemerintah Indonesia menggunakan Rencana Kerja Pemerintah (RKP) sebagai acuan dalam proses penyusunan program dan anggaran di Kementerian/Lembaga (K/L). RKP berupa Daftar Isian Pelaksanaan Anggaran (DIPA) telah ditetapkan 1 (satu) tahun sebelum pelaksanaan tahun anggaran. Hal ini menjadi persoalan ketika Pandemi COVID-19 terjadi ditengah tahun anggaran berjalan pada tahun 2020 karena belum adanya alokasi program dan anggaran yang mendukung penanganan pandemi. Untuk mengatasi masalah tersebut, pemerintah telah mengeluarkan peraturan yang memungkinkan K/L untuk melakukan pergeseran anggaran antar fungsi dan/atau antar program. Pemerintah Indonesia melalui Kemenristek/Badan Riset dan Inovasi Nasional (BRIN) menugaskan Badan Pengkajian dan Penerapan Teknologi (BPPT) sebagai koordinator percepatan pengembangan produk dalam negeri dalam penanganan pandemi. Dalam rangka menindaklanjuti penugasan tersebut, BPPT telah melakukan realokasi perencanaan program dan anggaran tahun 2020 dan tahun 2021. Realokasi program dan anggaran tersebut tidak hanya memungkinkan unit kerja untuk menyusun kegiatan baru pada tahun anggaran berjalan tapi juga dapat mengakomodir pembentukan Task Force Research and Innovation Technology COVID-19 (TFRIC-19) untuk mendukung penanggulangan pandemic dengan produk inovasi. Dengan skema realokasi tersebut, banyak produk inovasi yang dihasilkan dalam waktu singkat yaitu Ventilator ICU, supplement whole Beta, Rapid Diagnostic Test, Mobile Lab BSL-2, mobile hand washer, dll. Produk-produk tersebut telah terbukti dimanfaatkan oleh masyarakat Indonesia untuk memerangi penyebaran COVID-19 melalui 3T (testing, tracing dan treatment). The Government of Indonesia issues a government work plan (RKP) as a guideline for the ministries and institutions (K/L) in carrying out the program and budget planning. The RKP has been designated as a Budget Implementation Checklist 1 (one) year prior to the current fiscal year. However, the government face the problem when the COVID-19 has become a pandemic in the middle of the current fiscal year 2020 because there was no budget allocation to support pandemic handling and recovery. To overcome this problem, the government has issued a regulation that allows K/L to carry out budget shifts between functions and / or between programs. The Government of Indonesia through the Ministry of Research and Technology / National Research and Innovation Agency (BRIN) has assigned the Agency for the Assessment and Application of Technology (BPPT) as the coordinator the local products development acceleration for handling the pandemic. In order to follow up this regulation, BPPT has reallocated budget and work plan in fiscal year 2020 and 2021. The budget reallocation scenario has allowed each research centres in BPPT not only to proposed and to created new projects in the current fiscal year, but also was able to accommodate the establishment of the COVID-19 Task Force Research and Innovation Technology program (TFRIC-19) to support Indonesia’s pandemic countermeasure by innovation products. This reallocation scheme has produced a lot of innovative products successfully in a short time, such as ICU Ventilator, whole Beta supplement, Rapid Diagnostic Test, Mobile Lab BSL-2, mobile hand washer, etc. The innovation products have been utilized by the community to fight the spread of COVID-19 through testing, tracing and treatment.
