This research aims to use the MOORA (Multi-Objective Optimization by Ratio Analysis) method in determining the best section head for a department or section in the organization. This method allows systematic evaluation of potential candidates based on relevant criteria, such as work experience, leadership skills, communication abilities and technical expertise. The research steps involve identifying assessment criteria, data acquisition, data normalization, criteria weighting, aggregate score calculation, ranking and selection, as well as further verification and evaluation of selected candidates. The results of this research include identification of the best section heads, in-depth analysis of assessment criteria, comparison between candidates, as well as the implications of the selection of selected section heads for the performance of the department or section they lead. By using this method, it is hoped that organizations can make more informed decisions and select section heads who are most suitable to lead departments or sections in achieving organizational goals effectively.
