Regulation of the Minister of Agriculture of the Republic of Indonesia Number 18/Permentan/RC.040/4/2018 Concerning Guidelines for the Development of Agricultural Areas Based on Farmer Corporations. Where this Ministerial Regulation (Permen) aims to; a) increase added value and competitiveness of regions and agricultural commodities for the sustainability of national food security; b) strengthening the farming system as a whole in one area management; and c) strengthening farmer institutions in accessing information, technology, infrastructure and public facilities, capital as well as processing and marketing. Community Economic Institutions are presented as a solution and alternative for economic development in small communities with and implementation concepts from Van Metter and Van Horn 1) Goals and Policies 2) Resources 3) Implementing Agents 4) Disposition 5) Communication and 6) Socio-Economic Culture Environment, using qualitative research methods, the Jagaraksa Customary Forest, which is managed by indigenous peoples, has carried out the rhythm of life for a long time. The Government's approach through Development policies for the establishment of Institutions to encourage the economic potential of local communities with family, democratic and professional aspects. Since the formation of the Institute in 2018, this development has not been perfect, in other words the Regulation of the Minister of Agriculture of the Republic of Indonesia Number 18/Permentan/RC.040/4/2018 Concerning Guidelines for the Development of Agricultural Areas Based on Farmer Corporations has not been properly fulfilled. Government participation as a facilitator is a major factor for the successful development of community institutions. So that the optimal results of the formed institution become a role model for institutional development and lead to corporate sustainability.
