<![CDATA[The existence of foam waste pollution in the Kalidami River caused unrest in the surrounding community. So, the Environmental Service of Surabaya city seeks to reduce the pollution by creating a communal Wastewater Treatment Plant (WWTP) channel. This research aims to know and analyze the dominant factors that affect the effectiveness of the strategy for using a Wastewater Treatment Plant (WWTP) in overcoming pollution in the Kalidami River by the Environmental Service of Surabaya city. This research used qualitative descriptive research methods, with data obtained through observations, interviews, and documentation. The result of this research will be explained based on 4 aspects, namely Organizational Characteristics, Environmental Characteristics, Employee Characteristics, Policy Characteristics and Management Practices. The results of this research shows that the strategy carried out by the Environmental Service of Surabaya city has been implemented effectively. Evidenced by the existence of innovations and programs that are running to reduce the pollution load on the Kalidami River. The obstacles that occurred in the field were due to community rejection regarding the installation of a larger Wastewater Treatment Plant (IPAL) channel. However, this can be overcome by always providing direction and socialization related to the importance of protecting the environment to the people who live around the Kalidami river.]]>
