<![CDATA[One form of initiation given by the sub-district of Krembangan to empower the poor in their area is by establishing a Work-Intensive House. The aim of this research was to find out the process of community empowerment through the Work-Intensive House program in Krembangan District, Surabaya City. This study uses descriptive qualitative research methods with data collection techniques through observation, interviews, and documentation. The results of the research show that: 1) In creating conditions that enable the community's potential to develop (enabling) it is done by providing motivation and encouragement to raise awareness. However, the encouragement has not been implemented optimally so that there are still many people who do not have an understanding of and interest in empowerment activities through the labor-intensive housing program. (2) Strengthening the potential of the community (empowering) is carried out by providing assistance and meeting the needs for facilities and infrastructure and establishing cooperation with various parties that can directly support and strengthen the potential and power of the community. (3) In providing protection to the community to avoid unequal competition (protecting), the Krembangan District provides market access by collaborating with the Indonesian Young Entrepreneurs Association (HIPMI) for the sale of maggot harvests. In addition, the Krembangan District Government also routinely monitors empowerment activities at the Krembangan Work Solid House.]]>
