Efforts to make society empowered are not easy, so it is necessary to formulate an appropriate model for implementing the program. This research aims to identify and analyze the coastal community empowerment program of Kampung Urumb, as well as the internal and external aspects of individuals who influence it. This research uses a qualitative approach where data is obtained through observation and interviews which are then analyzed using: Data Condensation, Data Display, and Conclusion Drawing/Verifications. The results of the research show that the internal factors of individual coastal communities are still weak in terms of education, economics, culture, and community attitudes towards poverty, but are quite good in terms of social life such as kinship and cooperation. Meanwhile, from the external aspect, the assistance program provided has been directed at community empowerment efforts through capital and facility assistance, but not at improving the quality of individuals and institutions. So the resulting recommendation is that the empowerment of coastal communities needs to pay attention to two aspects, namely the internal aspect, especially increasing awareness of community education and skills through training in accordance with the business potential that can be developed, and the external aspect, namely ensuring that the community does not damage the environment by excavating sand so that the environment can be destroyed. can become a source of sustainable economic income through the potential of the region it has. Apart from that, there needs to be synchronization between the assistance provided and existing business potential.
