This research employed classroom action research (CAR). The subjects of this research were 30 students in class IX of junior high schools (SMP) in Landak district. Meanwhile, the object of this research was learning civic education subjects using the civic project-based learning model. Data collection used observation techniques with two cycle stages. Data analysis was taken from observations of student learning outcomes and activities during the learning process in the classroom in each cycle. Based on the research results, it was concluded that: (1) the implementation of the project citizen learning model of this learning cycle, namely that each cycle consists of planning, action, observation and reflection. (2) Implementation of learning using the project citizen learning method could improve the learning achievement of class IX SMP students. This is proven by the increase in the average final learning outcomes for each cycle, namely the average value for cycle 1 is 20.33 and cycle 2 is 24.23. This can be seen from each cycle that student learning achievement increases from cycle I by 53.33% and cycle II by 73.33%. ABSTRAK Penelitian ini merupakan Penelitian Tindakan Kelas (PTK). Subyek penelitian ini adalah siswa kelas IX sekolah menengah pertama (SMP) di kabupaten Landak berjumlah 30 siswa. Sedangkan obyek penelitian ini adalah pembelajaran mata pelajaran PPKN menggunakan Model Project Citizen. Pengumpulan data menggunakan teknik observasi dengan tahap dua siklus. Analisis data diambil dari hasil observasi terhadap hasil belajar dan aktivitas siswa selama proses pembelajaran di dalam kelas pada setiap siklus. Berdasarkan hasil penelitian disimpulkan bahwa: (1) pelaksanaan penerapan pembelajaran project citizen model siklus belajar ini yaitu pada setiap siklusnya terdiri dari perencanaan, tindakan, observasi, dan refleksi. (2) Penerapan pembelajaran menggunakan metodel pembelajaran project citizen dapat meningkatkan prestasi belajar siswa kelas IX SMP. Hal tersebut dibuktikan dengan peningkatan hasil rata- rata hasil belajar akhir setiap siklus selalu meningkat, yaitu nilai rata-rata siklus 1 sebesar 20,33 dan siklus 2 sebesar 24,23. Hal itu dapat dilihat dari tiap siklus prestasi belajar siswa meningkat dari siklus I sebesar 53,33% dan siklus II sebesar 73,33%. KATA KUNCI: layanan, grup konseling
