ANALISIS IMPLEMENTASI PRINSIP AKUNTABILITAS DAN TRANSPARANSI UNTUK MENDORONG EFEKTIVITAS PENGELOLAAN DANA BANTUAN OPERASIONAL SEKOLAH

ABSTRAKTujuan dari penelitian ini adalah untuk menguji pengaruh implementasi prinsip akuntabilitas dan prinsip transparansi terhadap efektivitas pengelolaan dana Bantuan Operasional Sekolah (BOS) pada sekolah menengah atas negeri secara parsial maupun simultan. Sampel dipilih menggunakan metode purposive sampling. Pengumpulan data melalui penyebaran kuesioner dengan empat kelompok responden yaitu kepala sekolah, bendahara sekolah dan komite sekolah dari sepuluh sekolah menengah atas yang berstatus negeri di Kota Bogor, Jawa Barat dengan total keseluruhan sebanyak 40 responden. Data diuji dengan menggunakan analisis regresi linier berganda. Hasil penelitian menunjukkan bahwa implementasi prinsip akuntabilitas berpengaruh terhadap efektivitas pengelolaan dana BOS. Implementasi prinsip transparansi tidak berpengaruh terhadap efektivitas pengelolaan dana BOS. Implementasi prinsip akuntabilitas dan implementasi prinsip transparansi secara bersama-sama berpengaruh dan signifikan terhadap efektivitas pengelolaan dana BOS. Dengan demikian, sekolah perlu memperhatikan kebijakan dalam petunjuk teknis bantuan operasional sekolah guna mendorong terciptanya pengelolaan, pelaporan, dan pengungkapan yang bertanggung jawab untuk meningkatkan pencapaian kinerja sekolah melalui efektivitas dan kepercayaan publik. ABSTRACTThis research aims to examine the effect of implementing the principle of accountability and transparency on the effectiveness of managing BOS funds in state high schools, both partially and simultaneously. The sample was selected using the purposive sampling method. Data were collected by distributing questionnaires to four groups of respondents, namely, the school principal, two school treasurers, and the school committee from ten high schools with state status in Bogor City, West Java with a total of 40 respondents. Data was tested using multiple linear regression analysis. The research results show that implementing the Accountability Principle influences the effectiveness of BOS fund management. Implementation of transparency principles does not affect the effectiveness of BOS Fund Management. Implementation of the Principle of Accountability and Implementation of the Principle of Transparency together have a significant and significant impact on the Effectiveness of BOS fund management. Thus, schools need to pay attention to the policies in the technical instructions for school operational assistance to encourage the creation of responsible management, reporting, and disclosure to improve school performance through effectiveness and public trust.
