Health is the most important thing for humans. With health, humans can carry out all activities. In the 1945 Constitution of the Republic of Indonesia, it is mandated that health services are one aspect of human rights, as stated in Article 28 H paragraph (1): "Everyone has the right to live in physical and spiritual prosperity, to have a place to live and to have a good living environment. good and healthy, and have the right to obtain health services. This study examines the comparative analysis of the implementation of health service policies in two North Sumatra villages, namely Paya Gambar village and Padang Parsadaan village. The data in this study used a literature study conducted by researchers by reviewing journals, reports, or news that contained public health services for the two villages and analyzed qualitatively. Health policy can be seen as a network of interrelated decisions, which in practice are concerned with public health services (Green Thorogood, 1998).
