Studi Efektivitas Pengelolaan Sampah Berbasis TPS 3R di Kabupaten Lombok Barat

Abstrak: Provinsi Nusa Tenggara Barat saat ini tengah menghadapi tantangan permasalahan lingkungan, salah satunya adalah masalah sampah. Data Dinas Lingkungan Hidup dan Kehutanan Provinsi Nusa Tenggara Barat (NTB) menyebutkan bahwa timbulan sampah Provinsi NTB pada tahun 2018 mencapai 3,388 ton/hari. Sekitar 642 ton/hari atau 19% dapat terangkut ke TPA. Metode analisis data dalam penelitian ini menggunakan metode riset kombinasi (mixed methods research) yaitu penelitian yang didasari pada gabungan positivisme (Sugiyono, 2017). Efektivitas TPS 3R dengan berdasarkan pengelolaan penentuan skoring ilmiah pada penelitian ini berpedoman pada aturan Skala Likert. Efektivitas TPS 3R di Kabupaten Lombok Barat berdasarkan skoring dipengaruhi berdasarkan 4 aspek yaitu Aspek Teknis Operasional, Aspek Kelembagaan/Organisasi, Aspek Pembiayaan dan Aspek Peran Serta Masyarakat, dimana skor tertinggi diperoleh oleh TPS 3R Desa Midang dengan skor 2062,37 adalah TPS 3R paling efektif, dan yang terendah diperoleh oleh TPS 3R Lembuak dengan jumlah skor 849,93. Berdasarkan hasil pengambilan data timbulan dan komposisi sampah dihasilkan per orang per hari adalah 0,29 kg berdasarkan berat, sedangkan berdasarkan volumenya adalah 1,71 liter per orang per hari. Skoring kepuasan pelanggan TPS 3R Desa Midang dengan rata-rata persentase 72,03%, TPS 3R Gapuk Mandiri 46,19% dan TPS 3R Mule Jati 46,61%. Abstract: West Nusa Tenggara Province is currently facing the challenges of environmental problems, one of which is the problem of waste. Data from the Department of Environment and Forestry of West Nusa Tenggara (NTB) Province states that the waste generation of NTB Province in 2018 reached 3,388 tons/day. About 642 tons/day or 19% can be transported to the landfill. The data analysis method in this study uses mixed methods research, which is research based on a combination of positivism (Sugiyono, 2017). The effectiveness of TPS 3R based on the management of scientific scoring in this study is guided by the Likert Scale rules. The effectiveness of TPS 3R in West Lombok Regency based on scoring is influenced based on 4 aspects, namely Operational Technical Aspects, Institutional/ Organizational Aspects, Financing Aspects and Community Participation Aspects, where the highest score obtained by TPS 3R Midang Village with a score of 2062.37 is the most effective TPS 3R, and the lowest is obtained by TPS 3R Lembuak with a total score of 849.93. Based on the results of data collection, the waste generation and composition generated per person per day is 0.29 kg by weight, while by volume it is 1.71 liters per person per day. Customer satisfaction scoring of TPS 3R Midang Village with an average percentage of 72.03%, TPS 3R Gapuk Mandiri 46.19% and TPS 3R Mule Jati 46.61%.
