During this period scholars began to fight for administrative knowledge as an independent science or as one of the disciplines (disciplines), The second period is called the consolidation and completion period (1930-1945), during this period the principles, formulas, rules (norms) of administration science were further refined and during this period the quality and quantity of administration scholars were also developed and many bachelor's degrees in State and Business Administration were awarded by higher education institutions.
