Urbanization in developing countries began since World War II, as well as a starting point for the occurrence of industry. This phenomenon is the reverse condition of developed industrial countries. This paper discusses how urbanization is happening in Makassar City as the capital of South Sulawesi Province. Just like other cities, the rapidly increasing population of Makassar has caused urbanization to be unequally distributed. This phenomenon can be seen in the problems of residential space which shows that the development pattern of Makassar City is not yet ready to respond to the drastically increasing population. How does the urban system plan accommodate various community interests and their implications? From this question will be analyzed the causes of the government's inability to manage excessive urbanization, including accepting, regulating, and utilizing the potential of the migrant population.
