The strategy of synchronizing the content of highereducation for first-line officers in the field of personnelhas an important role in supporting theimplementation of the main tasks of the IndonesianArmy optimally. This study aims to analyze the needfor integration between the higher educationcurriculum and the competencies required in the fieldof personnel, as well as to identify legal implicationsrelevant to these tasks. The approach used isqualitative descriptive analysis through literaturereview, interviews, and observations. The results of thestudy indicate that the mismatch between the contentof higher education and operational needs in the fieldcan affect the effectiveness of task implementation,especially in the field of human resource management.In addition, it was found that legal aspects, such asmilitary administration regulations, personnelmanagement, and compliance with laws andregulations, are challenges that need to beaccommodated in the synchronization. With the rightsynchronization strategy, it is hoped that first-lineofficers can be better prepared to carry out their dutiesprofessionally, accountably, and in accordance withapplicable legal norms
