This study aims to find out objectively about improving the quality of state civil apparatus resources through Level IV Education and Training (Diklatpim IV) in the Gorontalo City Regional Secretariat. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the attitude of integrity possessed by echelon IV officials had not been fully implemented properly. This can be seen from the number of echelon IV State Civil Apparatuses (ASN) who have not been able to uphold public ethics or the values of staffing norms. The ability to make plans possessed by echelon IV officials has not been fully implemented properly. This can be seen from leadership work meetings where echelon IV officials tend to be passive in providing ideas or ideas. The ability to maximize the organizational potential of echelon IV officials has not been fully implemented. It is recommended, the need to cultivate an attitude of integrity of echelon IV officials through system renewal and a more productive work culture. The need to provide opportunities for echelon IV officials to carry out innovative planning. The need to provide opportunities for echelon IV officials to be able to optimize the potential of organizational resources.
