AbstractThis study aims to analyze the capacity-building efforts for human resources (HR) of the Sub-District Election Supervisory Committees (Panwascam) in Enrekang Regency, encompassing the sub-districts of Maiwa, Anggeraja, Alla, Curio, Baraka, Malua, Buntu Batu, Enrekang, and Bungin. In the context of election administration, Panwascam plays a critical role in ensuring the integrity and transparency of the democratic process. This research employs a qualitative descriptive method with a case study approach. Data were collected through in-depth interviews, field observations, and documentation. The findings reveal that systematic training and development programs, the utilization of digital technology, and enhanced inter-agency coordination are key factors in improving Panwascam’s HR capacity. However, challenges such as limited resources and geographical barriers still need to be addressed. This study recommends collaborative strategies and the use of information technology to strengthen Panwascam’s role in the future.Keywords: Panwascam, HR Capacity, Election, Enrekang Regency, Election Supervision
