Judging from the increasingly modern era, firearms can now be owned by anyone not only by law enforcement officers but also the civilian origin of the person taking care of the permit ownership of firearms, which is quite easy. Therefore many civilians armed themselves with firearms. But the important thing to note is whether all the civilians who arm themselves with firearms are certainly taking care of the ownership permit from their firearms, given the increasing criminal acts that use firearms which are busy in the mass media and electronic print , Of course that fact makes us worried. If left unchecked then the possible misuse of firearms will often occur. This will undermine the stability of the states security, so it is necessary to know the factors required to obtain the ownership permit and the legal consequences of civilian firearms misuse. Based on the background of the problems described above, the issues to be addressed are: (1) How to regulate the ownership of firearms for civilians and (2) How to sanction civilians who possess unlawful firearms. Type of research used in this research is Normative Law Research, problem approach used in this thesis is approach of legislation and conceptual approach. Legal materials used are primary legal materials and secondary legal materials. So that can be taken the research results show, Civilians who hold Fire Weapons must get special permission from the Police according to its designation and meet the requirements in accordance with the provisions of applicable legislation. Sanctions for Civilians who have Firearms without permits in accordance with the provisions of the RI Emergency Constitution. 12 1951 threatened with death or life imprisonment or a maximum prison sentence of 20 years.
