The future of the nation and state is located on the shoulders and responsibilities of teenagers. In Indonesia things are often heard today both from print and electronic media, where rampant cases related to children, the various acts of violence against children who come either from family, school, or the environment around them. As if a frightening specter for the survival of the next generation of future generations. Various acts of violence experienced by children ranging from abuse, physical violence or sexual violence, exploitation of children to the treatment resulting in the loss of the child's life. The formulation of issues raised are (1) What are the factors causing the crime of sexual violence against children? (2) How are criminal sanctions for perpetrators of sexual violence against children viewed from Law Number 35 Year 2014? Problems that will be discussed will be studied based on normative point of view, in accordance with legal research used is normative then approach problem used in this thesis is approach of legislation and conceptual approach. The result of the research shows that the factors of the occurrence of sexual violence in children are caused by parent/family factor, social/community environmental factors and the child's own factor. Besides those factors, there are four other factors causing child sexual violence that is inheritance of intergenerational violence, Social stress, social isolation and lower community involvement and family structure. Criminal sanctions for perpetrators of sexual violence against children in view of Law Number 35 Year 2014 shall be punishable by a maximum of 15 (fifteen), minimum 5 (five) years and a maximum fine of Rp.5.000.000.000,00 (five billion rupiah). What is more specific in this law is that if perpetrators of rape or revocation are committed by a parent, guardian, caregiver, educator or educator then the penalty is added 1/3 (one third).
