This research discusses teacher skills in implementing mathematics manipulative learning media. This research aims to describe teachers' skills in implementing manipulative mathematics learning media in class IV SDN 44 Ampenan and determine the supporting and inhibiting factors in the use of manipulative mathematics learning media. This type of research is descriptive qualitative research. The subjects in this research were class IV A and IV B teachers at SDN 44 Ampenan. The data collection techniques used are observation, interviews and documentation. The data analysis technique in this research uses the Miles and Huberman model. The results of this research were that class IVA teachers obtained an average score of 83% with student completion of 88%. And class IV B teachers obtained an average score of 77% with student completion of 81%. This research can be concluded that class IV teachers are skilled in using manipulative learning media. Inhibiting factors in implementing manipulative learning media 1) The lack of manipulative learning media in schools, 2) The manipulative media created can only be used for one concept of learning material. Supporting factors in implementing manipulative learning media 1) Student activity and involvement in the learning process, 2) Teacher's ability to vary manipulative learning media.
