The problem of economic development in Indonesia refers to the problem of the foundations of the national economy, the problem of education, the problem of job opportunities and the problem of the habits of generation Z. The aim of this research was to find a problem map among the four problems which form the background and solution to the problem. This research was carried out using qualitative research methods, using literature study techniques. The research results show that 1) Regarding the foundation of the national economy, Indonesia needs to strengthen the agrarian economic sector, which is the economic sector with the highest contribution to employment. 2) education issues, Indonesia needs to evaluate and improve the curriculum so that education can be achieved that educates and improves the quality of human resources in Indonesia. 3) Employment issues. There needs to be a policy in optimizing the use of agricultural land to increase employment in the primary sector, as well as providing equal opportunities for workers in other sectors. 4) Generation Z's problem is differences in ways of working, the government needs to support generation Z entrepreneurs with training and capital assistance.
